The king charged the Bishop of Oaxaca with the protection and indoctrination of the Indigenous people in the diocese. He apparently received news that the Indigenous population was diminishing due encomendero mistreatment. The decline of tribute came with the demographic collapse, and the encomenderos were trying to exact the same amount from the dwindling population. This led to abuse, including the selling of the Indigenous like slaves to other encomenderos and the killing of some laborers from over whipping.
