This circular informs that Santa Anna fell prisoner in the town of Xico, and was then imprisoned in the fortress of Perote. It articulates how Mexico suffered cruelty under Santa Anna’s rule. It states that Mexico will remember “all the immense evils this fatal man has flooded the country with, [a country] that is worthy of better luck.” —— Esta circular informa que Santa Anna cayó prisionero en el pueblo de Xico, y luego fue encarcelado en la fortaleza de Perote. Expresa cómo México sufrió crueldad bajo el gobierno de Santa Anna.
