Carta al virrey reconociendo el nombramiento de Don Felipe de Neve, Sargento Mayor del Regimiento de Caballería Provincial de Querétaro, como el nuevo gobernador de Baja California, en reemplazo de Don Felipe Barrí. Mora expresa su deseo de armonía en la transición y asegura que no causará ninguna alteración.
