José María Morelos, a leader of the Mexican Independence movement, wrote the circular and states that “America must turn away slavery.” The scribe, José Sotero de Castañeda, is an insurgent during the Mexican War of Independence. The document describes the growing interest in the abolition of slavery in Spanish America.
